hens eating eggs-can anything be done

I have a RIR and GSL that had yoke on their beaks when I went out to check on them this morning and found that they had indeed eaten an egg. I don't think it was one of there eggs. These two haven't been laying lately, one of them has been molting and I think the other one is on strike because I have not let them have a free pass to the back yard. I live in the city and only have 4 hens. any suggestions. thanks for your help.
