I’ve never had an issue with their nails until today. Her one nail is super long and twisted. They’ve been pretty bored mostly laying around and dust bathing since it’s hot and not much they want to do. Can I use dog clippers to cut it?

Yes go ahead and trim it. Now that it's that long she's more likely to accidentally break it than wear it down herself. If you've ever cut a cat or dog's nails, it works the same way, so try and avoid cutting the quick.

Go ahead and trim it. She may not be using that toe as well as the others, watch her and see.
Some of our older birds just are less active, and this happens.

And if your ground is soft, with few or no stones, it's harder to wear their nails too.
The ground in the run is just dirt so she just lays around a lot
