Is your Buff broody? There are different signs, her puffing up when you come close, maybe pecking at you if you stick your hand near, a certain clucking sound, a trance-like look. The best way to be sure is if she stays on the nest overnight instead of going to the roost, she is broody. They quit laying eggs when they are broody.
There could be different reasons for the Seabright to stop laying. It's probably nothing bad or threatening. I'll give you two links that talk about that in detail.

My first thought is that she is hiding her nest from you. It happens a lot. Second thought is that the stress of the move caused her to start a molt. Sometimes they just take a break. Maybe you will see something in the two links that strikes you as a likely cause.
As far as the buff's feathers being picked. A broody will sometimes pluck feathers from her breast to line her nest, but not from her neck. When a chicken starts to molt, the head and neck feathers are the first to go. Is she molting? And, yeah, I'll give you another link that may help you decide on that and another link on feather loss. Maybe these will help.

As you can see, there are several different possible causes for most of these things. You are better situated to figure out what is going on than we are since you can look at them. The only thing you mentioned that raises any real concern to me is the feathers being picked. If the seabright is picking feathers, it could lead to blood being drawn. If that happens, your buff could be in danger. And I would check them for mites and lice too. If they have a heavy infestation of mites or lice, it would explain some of what you describe. I guess I might as well give you aniother link for that. I know you have to be getting tired of all the links.
