What can you do about a family member over feeding there flock just to get them to lay more?? I know this is a stressor on chickens she feeds them 5-6 times a day

What are they feeding them that's a concern? It's normal to free feed layers, aka provide food the entirety of the day.

I think that would lead to a lot of wasted feed, feed ground into dirt gets to stinking. But really I don’t think either of you are right, overfeeding will not produce more eggs, but neither will it stress the hens.
