I don’t have roosters, but it is normal for all chickens to flush red around their faces when they get excited. In warm weather they’ll have a little bit more red to them, too. He could be maturing and you’re noticing more red now with the hormones. He looks okay to me. As long as he is acting well/eating/drinking okay I wouldn’t worry.
