That is pretty normal, if you don't have any drakes the females will mate eachother.
Do they I didn’t know that one brown duck keeps getting on the back of the other n pulling her feathers will she stop soon ?
 
They look like females, assuming they are mature adults. How old are they?

I haven't seen females puff out their chests, but that doesn't mean they won't. My male does that during the breeding season. I assumed it was I am a big studly male. It could be more I am the dominant one of the flock.

I was told there 2 years old
