Are they seed ticks? Unfortunately the pics just make them look like blackheads.

I don’t know I tried getting one of with my fingers and only like half came out but I couldn’t get anymore out (only came out half way )then the cockerel didn’t like it so I left him alone

Well if they're ticks or parasites, they need to be dealt with. Whether he likes it or not.

They might be stick tight fleas. Pluck them off with tweezers and apply Neosporin ointment afterwards. Or apply vaseline to smother them, they will still need to be plucked off after they die.
Consider using Permethrin dust on your rooster and closely inspect other birds for the fleas, dust them as well as dusting their habitat or use Permethrin 10% concentrated liquid spray.
