His wings are looking terrible

I've noticed recently that Colonel's wings are looking terrible, like someone is picking at them. I've checked him over for mites and anything else he could get but he's clean of everything. I even felt around him wings in case there were injuries but still nothing.
 
Photos would be great! In my experience, wings are the first to start looking bad if lack of bathing or preening is occurring.
Well he's been bathing and preening so it isn't that.
Photos will be late as I'm having trouble catching him. He managed to get out of his pen and now he's loose in the yard.

In the mean time a few questions would help, what are you feeding him? Does there seem to be oil around his oil gland? His oil gland should feel oily, Do you have plenty of deep bathing water for him? Any other symptoms ?

He and Duchess are on Purina Duck Pellets. Normal oil gland. And He and Duchess have access to their kiddie pool.
He's completely normal, which is why I didn't notice his wings until recently when I picked him up for photos 2 days ago.
