Imp wears shorts, tanktop, sandals only year round.

Ditto, at 31 i run outside in shorts in shirt to take the dogs out. The kids were outside for recess and PE and we had a high of maybe 30.
But for your area it might be really cold so people are just not used to it. Therefore it was too cold .
