Cement is a good source of thermal mass. Its slow to heat up, and slow to cool down - that's good, and bad. The good is that if you even lose power, its going to take a while for the temp to drop as the concrete radiates heat. The bad news is that if the temp is ever wrong, the concrete will slow changes towards the correct temp, whether up or down.
Concrete is also quite porous, unless sealed. Watch you moisture. I assume its been painted???
Good luck on your journey - I'm looking at "homebrewing" an incubator myself, built around an ITC-1000F controller. Still selecting a good heating element, may just wire up a light socket with a heat lamp bulb and a tiny fan for circulation. And when not in use, I can use the ITC as part of an electric smoker (ALSO built with concrete - Hardieboard in this case)
the alternative, of course, is to just slap some styrofoam insulation on all surfaces, or even the aluminum faced bubblewrap - sure, you give up 3/8" to 1/2" per side, but then the only thing you are heating is the air inside (at least, initially, as insulation only slows heat transfer, not completely prevents it).
