Homemade incubator heat trouble

I can't seem to get the temp where I need it. With a 25 w I can't get the temp past 94. And with a 40w it runs 108. I can't seem to find the middle.

Can you put more vent holes in it and what is the humidity?

A dimmer switch does wonders for fine tuning. Or maybe a 25w plus a nightlight with a 7 watt bulb would bring it up.
