Hello, new to this forum.
 
I made a homemade incubator out of an old fridge and temp controller. I have 2 ceramic heating elements, one on top pointing down and the other on the bottom.
 
I have 2 shelves for egg turners, the top on is at the perfect temp. The shelf below is about 98.8-99.0, is this warm enough for hatching coturnix quail? I've hatched from the top shelf before without any problem. Should I add a larger heating element to increase the temp? Thanks in advance.
