here is a pic of my rooster that dont crow he has come a long way he didn't have any feathers and he is just starting to get them all back now and he is blind in his left eye and i was told he was a phoenix but i not sure and he came with 3 females i hope some one can tell me why he don't crow

Probably because he's not feeling his best at the moment. Give him a chance to settle in, plump up, and get healthy again. Growing feathers takes alot of energy (often why hens won't lay during a molt). Once all those lovely feathers come back, with a good diet.. he'll start to feel comfortable in his new territory and the crows will come. Until then.. enjoy the quiet.
