Hopeful chicken lady in Clarkston, MI

Almost always, Quail are not considered poultry in townships, HOA,s ect... Lots of peeps here on BYC that can't keep chickens keep Quail.

Type III animal. Rabbits (which are not maintained or kept as domesticated household pets); animals considered as poultry, animals considered as wild fowl, such as pheasant, quail, geese, or grouse, and other animals similar to those listed within this subsection, weighing less than 75 pounds, not specifically classified herein.

Do you have room to keep Quail indoors? A basement or sunroom? The townships wouldn't know. :D

Haha, I'd be willing to consider that if we had the space, but we definitely don't. No basement here, and I'd want one to keep the cats away. Just another mark in the "reasons to move" column!

Almost always, Quail are not considered poultry in townships, HOA,s ect... Lots of peeps here on BYC that can't keep chickens keep Quail. Quail are very interesting little birds to keep. Very smart, friendly, curious and active. I suggest female only, (males crow) Coturnix Quail. They make good indoor pets too, you can keep them outside as well, great layers and those with chicken egg allergies can usually eat Quail eggs.

Even the males' crowing is soft enough that it sounds like a songbird. But they are more difficult to manage than the females. You need either 1 or 4 females to a male, and cannot keep males together unless they have LOTS of space, and lots of little hidey holds. The males will fight to the death unless one can retreat enough to satisfy the winner.

The eggs are small enough that it takes about 3 coturnix eggs to equal 1 standard hen egg. But they are delicious. And quail do "fly under the radar" of HOAs and livestock regulations (at least so far!) They are quiet enough that they don't bother neighbors either. Very nice little birds.

Some of us do keep quail indoors, but they are dusty birds. You need to plan for that.

I am so sorry about your town's silly rules. Do you want to work to change them? They are draconian, and I bet there are others who would love to keep rabbits, hens, quail and would speak up at a town meeting on the subject. Here is a BYC post about changing the rules about keeping poultry and here is a blog post I like a lot with very practical info about how to go about it successfully.
