Horrible eye problem! Diagnose?

We have some kind of illness going through our flock. All sick birds have a closed eye. Some have recovered after having only a closed eye, that later opened. Those birds usually did not show other signs, and continued eating/drinking. We have lost one bird to either a very advanced form of the same disease, or some completely different disease. We have one bird now with the advanced version. We have now dosed it with Tylan50. But I was hoping someone might be able to look at this and diagnose it. Here is the pic...

Sorry I didn't see this earlier. We haven't found out what it is unfortunately. Tylan does not seem to help. Whatever it is has been slowly working it's way through the flock. Most get better at the same rate whether tylan was used or not, so we stopped using it. A couple have died. It's been a very frustrating thing.
 
Maybe a fungal infection like Favus (Trichophyton gallinae)? The recommended anti-fungal for favus is griseofulvin, which requires a orally administered prescription from the vet (Fulvicin).

Some recommend an anti-fungal gel like those commonly used for athletes foot. Only issue is this particular fungus seems to have a reasonable tolerance to the active ingredient in most of these products (which means it will either be ineffective or take a long time to make a dent). If you plan to use this treatment, consider increasing the persistence of the medication by mixing with a small dab of melted vasoline.
