Horse help!

What Wynette says. DON'T WAIT. Just call. Really. If the horse *is* in trouble, be aware they can go downhill pretty fast, or sustain sufficient damage to their systems that it can be quite hard to nurse them back to health. If you're concerned about anonymity (w/r/t your neighbor), say so when you call, it is a really really common thing, the person you're talking to isn't going to think you're weird or anything, truly.

Call animal control. And have your neighbors call as well. Don't stop calling them (do it daily) until something is done. Or at least until they come out and take a look around. If that doesn't work, call the sheriff/police. Tell them that you saw 2 horses buried. That in itself may not be legal, depending on the city/county ordinances in your area.

PLEASE, PLEASE call right now! NO rescue or humane society traces calls, nor do they insist on an informant's name in order to investigate. Just call and tell them your concerns just as you have described them to us.
Hopefully everything is just fine there, but you list enough suspicions that a visit from a humane officer is warranted.
If the people have done nothing wrong, they have nothing to worry about.
 
Don't be afraid to call. As far as I am concerned your neighbors are not your friends. How could you be friends with someone who neglects and abuses thier animals?
I had to make that descision a long time ago with our neighbors. It has been an emotional nightmare living next to them watching animals starve to death etc. etc. The SPCA has little help with the animal rights laws here in Pa, sooooo...there is never anything much they can do.
Don't be afraid to call, it is the right thing to do. The horses don't have a voice to call for help, but you do.

Call the sheriffs dept or the humane society and make an anonymous report. I have done it before. Many people that have horses have no idea how to care for them. Believe it or not, it might be a relief for your neighbors to have the humane society come in and advise them on care.
