Ummm cheapest/easiest way would probably be old pole barn frame.
With rough sawn lumber siding, tin roof and 12 foot cattle panel gate on the 4' the Side that can be open or closed.

Pricing:
Cheap pole are old telephone poles, we get the old ones from the city for little of nothing $3 to $5 per pole.

Rough sawn lumber usually goes for $1 to $3 per length foot.(I say length foot because rough sawn lumber series in wigth fron 3 to 12 inches.

Cattle panel gate:
I have no idea. If you find a used one it could very to a new one maybe $100.00 or so...

Clairfing. $1 to $3 per length foot, equals: so that $8 to $24 per board for an 8 foot board in rough sawn.

I was thinking something like this, except not so fancy looking..
But I'm open to ideas and dad has is was lol
And defiantly not with the material that it was made with, that would be costly!

This is where i hope they'd let me fence off.
And with the electrics fence.. I'm going to use 1inch tape, how many rows? 1 or 2? I was thinking 1 but I remeberd my dogs haven't been around horses.

My dad built a wooden fence for my horses, then during the day i was leading them out into a bigger pasture with plastic steps on posts and one strand of the white electric fence. Now theyare in a larger fence with stalls for each of them to run into, then with wooden and metal posts and cattle fencing, then so they don't lean on the fence and break it, I have one strand of the white electric fence run through the middle. I'd say 2 strands for what you're doing. Just so it's not possible for your horses to crawl underneath... my Cinnamon (14.2 hand QH) did that once... grass is always greener on the other side of the fence! :D

Here's my philosophy on fences for horses. Too much is not enough and enough costs too much.

I'd run at least 2 strings! Even hot. 3 if not hot. I hate chasing horses down when they get out at 3 am. :\

Nothing below say 18" and 48"high at the top run.

I always said you're dealing with 1000lbs 2 year olds. So plan for it.
