I added a 110 volt pc fan to my hovabator hoping to improve my hatch rates. My temps use to be around 98-100. Humidity was 50% without sponge, 75-80% with sponge. Now they stay around 102-108 and I cannot get them down! I have turned the temp way way down and it is still running 102. Humidity is 40% without sponge. Also the only place to put the fan was in the back standing up, we put a wire guard around it to keep the chicks out of it as they hatch and dry. The fan runs constantly, should it cycle like the thermastat?

I would think the fan is your problem. It is probably generating a lot of heat by itself. You might need to get a smaller fan.
50% is good for the humidity, until it gets time to hatch. Then you could add small pieces of the sponge, to get the humidity to go where you want it.
<edit>You want the fan to run all the time, maybe you could get a dimmer switch to hook the fan up to, so you could turn it down, then it wouldn't generate as much heat.
