To be very honest with you, I think what it takes is...ALLOT OF PATIENCE. I remember trying to change the ordinances in Orange County, FL (Orlando) and they did not budge either, even after we made a group(large one too) that had hens and wanted the laws changed, and even when appearing in the newspaper.
One funny thing is that there is a person in a very main rd in Orlando in the city location as they call it, that has about three hens, but they still have them from the last time I saw them, even when doing our protests. What I heard is that they (the code enforcement) people will not say anything until someone reports you.
So i recomend giving some eggs to your neighbors to keep their mouth shuts..LOL which really works.
What i reccomend is involve the press(find yourself a good editor). I am pretty sure if we had more people and our patience was not that low(which was very high) we would have won the battle.
