How can I get this eagle away?

All god's creatures either eat to live or live to eat. Since you can not legally stop an eagle from either living or eating, raptors have lost all fear of humans. I also don't think that aluminum pie pans will much faze a bird that routinely kills coyotes or bighorn sheep.

I am pretty sure I can legally take away it's food.. Which happens to be my chickens. But I know I can't lay a finger on an eagle.
