How can I tell if my quial eggs are fertile?

We have been hatching quail, pheasant, and chicken eggs for a while and it is usually a guessing game if the eggs are good when we first put the eggs in the incubator. Are there ways to find out if the eggs are good before they are put in the incubator?

They are so tiny and thick there’s basically no way to tell by candling.
I’ve just been putting them in and hoping for the best
