how close to the top should the eggs be

i have a styrafoam incubator and a cardboard egg tray i got from the grocery store to put them in but it seems like theywould be too close to the top-heating element when they would go in it?

What kind of incubator? My eggs are a little close to the element but they did fine on the first hatch.
