We have a few button quail and they have been inside in a rabbit cage during the long snowfalls but now they have stopped and the remaining snow has stopped melting but there is still snow on the ground and a cold breeze will they be ok in their enclosed pen?(there is no snow in their pen)

2 males together is fine, especially if they've been raised together. I've got a couple of bachelor pens that don't have any trouble. I've actually never had a problem with buttons killing each other, though one of the button girls I hatched from quaillady would beat up every boy I put in with her, at least until I stuck her in the bachelor pen (with 6 males)....she learned how to behave after that
ETA: In regards to your initial question, buttons are okay in temps around 60, but they'd be much happier in warmer temps. I wouldn't keep them outside in the winter. I did move mine outside (on the front porch) in the spring of the first year I had them when temps were still getting into the mid- to upper-50's at night, but there were at least 6 birds in each 'pen' and I covered them with a blanket at night.
