How cold is too cold??

Hey! I live in zone 3, northern BC. And it can get down to -60 celcius here. So im wondering how cold is too cold for them. I have chickens and ducks. They are all feathered and been out since summer. We have a fully insulated coop 8x8 with two vents, and one large window that we keep closed at night. We were careful to make sure drafts were taken care of.
My ducks are in there own house, that's only insulated on the floor, it's a small A-frame with an always open duck size door, and ventilation wholes (2 inch drill) along the tops of the two walls.
We lay down a good 12inches of straw for them (which always seems to get wet within a few days) and change it every week or so. And the chicken coop has lots of shavings.
We are hoping to not use a heatlamp, as we do lose power a few times during the winter months.
Any tips on how to keep them warmer?? I feel like I'll wake up one day with 11 frozen chickens and 9 frozen ducks lol
