How come their not laying yet?

We have pullets from a late April hatch, so around the same age as yours. Only about half have begun laying. Although, 3 are Marans and they have all been laying for several weeks. The other breeds are different than yours. We did add supplemental light around September though. So they are getting approximately 14 hours of light a day. We have had pullets wait until early spring to start laying, so that may be what happens.
 
Pullets that have not started laying prior to the onset of shortening day length frequently do no start until the day light period approaches 12 hours.

I know what you are saying here, but all chickens hatched after January would begin to lay after days have begun shortening. Most times my chicks have been hatched around the middle of April, once the end of March and twice the beginning of May. Of all my groups through the years, none failed to start to lay by 20-21 weeks. Most times this means the end of August. I do use lights, but they are turned on mid to late August, so they have already seen shortening days.
 
To share - I'm in NY. Our flock of 13 were hatched on April 21, so about the same time. We have 10 laying although spacing out lately - one started to lay exactly at 16 weeks...but one goes broody and another started to lay in last few days. We are collecting between 5 to 9 eggs a day. The breeds are: barred rock, leghorns, buff orpington, RIR and easter eggers. All but three EEs haven't started to lay.

Mid May hatching seems to be a cut off point here.
I have lights too but don't turn them up to 14 hours until hens are done molting, it'll be soon.
