I've seen them before. Wasn't 100% that's what I was looking at. They're definitely interesting looking.

Juvenile plumage starting to finally go away. Not much change.
It's certainly not splash since there's no blue/black splashing anywhere.

He's 8 weeks old. Turned out to be a cockerel.
