How do I get rid of egg clusters?

Ok, so my boy had lice, and I dusted him. It's been two weeks and I am going to dust him again to take care of the ones that hatched, but there are still "egg clusters" around the base of his feathers near his vent. Does this mean they haven't hatched yet? WILL they hatch? How can I get rid of them? What can I do? They're so.... gross!

I HATE bugs, BTW!

ETA: I used garden and poultry dust, containing permethrin.

Typically you treat twice at the recomended interval (I think about 1 week?). This should kill those that hatch afterwards, before they have a chance to reproduce.
