Polish Rooster possible infection?

I have a Polish Rooster who got live a couple weeks ago, I’ve treated the whole flock, and coop, everyone else is fine expect poor Seymour. I don’t see signs of lice but he’s loosing neck feathers, he seems tired, his skin looks scabby and irritated, and now tonight his eyes look swollen and has white gunk in them. I’ve treated his neck with polysporin, his eyes with polysporin eyedrops, he had access to a dust bath with DE, did a dewormer yesterday just incase, I’m at a loss what to do. On top of this I live in rural northern Canada, so access to proper poultry medication and quick access to the little I can get it very limited. It was hard to get photos of his eyes so I had to while he was roosting.

Can you get permetherin (garden dust) there? I'd make sure he was lice free by powdering him over with that, and treat the coop with it too.

Part of the problem could be he's run down and a vitamin boost would help. We've got Poultry Cell and would put that in our chicken's water every other day and alternate with probiotics.

A high-protein diet would help him grow feathers back. An all-flock here is usually around 18-20% protein. You can also try feeding him/them scrambled eggs, canned tuna in water, canned cat food, etc., as treats. Meal worms are also high protein but very high in fat too, so just a few of those if you have any.

As for the white gunk in his eyes, that's most concerning as it could be an infection. I would rinse his eyes with a saline solution and see if you can determine if that white stuff is hard, like puss, or something else.
