How do I keep my chickens off my front porch?

I'm guessing it's a safety issue for the birds. They feel safe there. Maybe there were overhead preditors about and they took refuge there and decided that it was a good, safe place to hang out. Several days ago we had our bachelor roosters free ranging and one of the dogs decided to play tag with one of them. The rooster headed for our back door. I have a suspicion that even though I was outside and racing to rescue him, he remembered seeing me come out that door and was looking for help or somewhere where it was safe. Pretty amazing really.

I would check for preditors such as hawks or owls that might be driving your birds undercover. If no preditors about, I would also motivate them to hang out somewhere else where there is over head protection for them.
