Try puting the t-stat close to your heat source. This way the thermostat will kick off sooner and reduce temperature overshoot. Also another good trick is add lots of water in closed containers as thermomass. Even with rather crude components it is possible to keep the eggs within a couple tenths of a degree.
I found my best temperature stability with thermostat set up a couple inches infront of the fan that draws air over the bulbs just behind the fan.
