How do I know when to give up on a baby chick?

I finally decided it was not going to make it or had passed

I’d try the bath(I used running water) what I got off mine was really sticky like hardened glue-I don’t think a wet paper towel would have been sufficient. Of course make sure hes still breathing first- and keep his head out of the water obviously...
