How do I write a proposal to city council requesting backyard chickens?

As of right now, our city's ordinance is a case by case request. They are working on an ordinance change but it's probably going to take a couple years. I am working on writing a letter to the city council for the next meeting. This letter should have a sketch of the backyard with where we will keep the chickens, how many chicks, and any other information I think will help. I need to include signatures from my neighbors saying they are ok with us having chickens (working on that too). I have found a lot of information on changing ordinances. But I really just need to request this individually right now. Any help, information, letters, proposals, etc. would be great!! Thanks!
