How do you know when/if to assist?

I'm having a couple that seem to need assistance. One is still breathing, but the membrane (?) seems to have started to dry.
We had 4 hatch (out of 20) within the past 24 hours. The one that is half way and seemingly stuck is still breathing - started initial peck through over 12 hours ago.

Welcome to BYC. Did your chick hatch okay? When mine get stuck like that one I peel the top of the shell off.
