How do you leave feedback for a seller...

If you haven't bought anything from them? I know this doesn't make a lot of sense but if I have dealt with a seller and then didn't get to or didn't buy the item. I don't even know if this is possible but was wanting to know one way or another. I saw the feedback to look at for a buyer but nothing else.

Also, I didn't know if this was the right area to place this post but I thought it was the best one. Sorry, Mods, if it ain't right.

For validity, reliability, etc. all feedback must be tied to a specific BSA listing. Without this type of system anybody could leave feedback for anybody all the time and the feedback data would be far less reliable.
