How do you make a sticky?

I was wondering how to make a sticky?

If the mods think the thread is very useful, they might sticky it. There isn't any way for members to sticky a thread.

bumping is posting to get your thread back on the top of the list, a sticky is a topic moderators "stick" to the top page and it will never move.
