How do you put on a rooster collar?

I used an empty toilet paper roll to mark the velcro with white out. This is about where I ended up with. I tried many different sizes of velcro, they all seem the same, so I settled on 1 inch x 7 inch.
 
So my neighbors came to talk to me and stated that my Rooster was crowing at 3:00 A.M. My first instinct was to buy a Rooster collar, but I'm not quite sure how you put it on, how tight it is, and how it works. If anyone can explain how it works and how you equip it to your Rooster, it's really help.

I was testing out my new rooster in the coop one day and he started crowing at 6am so I move him indoors at night. A couple days later my neighbor came around and complained to me about it. What a hypocrite he's got a large dog that barks the sh*t out anytime it wants to (which includes the wee hours of the morning) and he does nothing about it.

My roo does have a collar on too but it's taken off at night.

You may want to look into your local noise ordinances. Dogs that bark incessantly are usually covered in them. If they are, I would talk to your neighbor and explain how you understand that the rooster is being bothersome, and ask what time they'd really prefer not to hear the rooster, and let them know what you're doing to try to keep the rooster quiet. Segway in with "while we're on the subject", and bring up the dog. Things like that are usually enough to give a bothersome neighbor pause, but if roosters aren't allowed under the noise ordinance, you need to do your best to straighten things out with them so they don't complain and get you coded.

The point of ordinances like these are to ensure that neighbors have something they can do if their neighbor is causing issues that lessen their enjoyment of their home. If you can resolve the issue without the government being involved, they're happy enough about it, as it's time and money to get someone out there to deal with the situation.

Thanks for your advice and contribution. In an ideal world, everybody would co-operate and people will be open to suggestions and honesty... but we don't live in that kind of world. I am aware of the local ordinances. However, I had once lodged a complain to our local authority regarding a separate incident and they seem terribly concerned and promised to do something about it but it was just lip service and nothing was done.

The fact that he is letting his dog bark without due consideration to others already indicates his attitude. Most people don't like to hear the truth or be told what to do.

I told him we only let our roo out at 9.30 am and he seemed satisfied about that. We just have to live with the dog until they move out.

Don't let them do that to you! Annoy the piss out of them till they do their job, haha. That's my motto anyway. But I totally get what you're saying. Some people are just unreasonable or only want to get you to leave 'em alone. I hope things work out with your neighbor!
