how do you tell with a chicken is mentally set back?

Funny, I had the same idea about a SF cockerel I had last year. He was good size but let my ISAs bully him and he always preferred to stay away from everyone. Everything he did seemed, well, juvenile. He ran around a lot, showed very little interest in mating, and never attempted to crow. Sadly he was a great flyer and flew over my fencing to be snatched by a hawk, but I always did wonder if neurologically he was delayed, if such a thing is possible in chickens.
 
he just hasn't been quite right since he hatched. he has a hard time eating, like he misses the food bowl 5 times out of 7, same for the waterer, when he hatched he just layed there for three days not moving or anything,and he has always been slower.
 
I had a mentally ill hen once. She was slow and never ran from anything. So I know it can happen. Your bird, though, might just be a late bloomer.
