How High can They fly?

A two foot fence keeps even the Guineas (who can fly like birds) out of my garden, not to mention the Barred Rocks, Buff Orpingtons and Ameraucanas. I can't imagine Silkie could cross a two foot high barrier, even under the influence of hormones.

For breeding pens they sold top on them of some sort with dividers from the ground to the top.
The dividers between the pens should be around 4 foot high of wood then you can put wire from the top of the wood up.
