How hot is too hot for quail?

Will a fan really work? My quail don't like it when the wind blows on them, but they pant so much here even though it's usually 78-89 degrees. Maybe it's because I have them on my balcony and it's only open in the front and covered on 3 sides?

Yeah, you may need more ventilation if they’re panting at those temps. Anyway to open up some area to create a cross breeze? If not a fan on low might be a nice addition. The balcony probably reduces their ventilation too.

No way to open up any of the balcony, and since I don't currently have a fan I tried placing a frozen water bottle and it worked. They lay next to it and cool down.

Frozen water bottle is better. Breezes cool down creatures that sweat. Quail pant.
