How hot should a brooding plate be?

I got one on Amazon and to get any heat below it, I turn it on 140 (it goes up to 175) and it's friggin hot to the touch. I don't think it should be that hot. Google says the baby chicks should touch their back to this thing and I just feel it's too hot.
I'm thinking I need to send this one back. So how hot is yours to the touch?

That doesn’t sound like a heat plate for baby chicks. Maybe it’s a radiant heat panel for adults? My plate is about 115-125.
