How hot should a brooding plate be?

I got one on Amazon and to get any heat below it, I turn it on 140 (it goes up to 175) and it's friggin hot to the touch. I don't think it should be that hot. Google says the baby chicks should touch their back to this thing and I just feel it's too hot.
I'm thinking I need to send this one back. So how hot is yours to the touch?
 
I'd return and get one that looks like the "Others" in their advertising. That's what I use, and I love mine.

I honestly feel like it would hurt them if they touched it. I can touch it but not for long. Thanks for your input.
Yes, 140 could cause burns. Even residential shower water should be capped at 120 to prevent scalding. I would not use that plate, even raised up like they show in the photo.

It looks from the picture like you are supposed to have it said higher than other heat plates - it’s clearly above the chicks heads. Have you read the instructions specific to your heat plate? They emphasize that it’s different from regular ones.
