How long before assisting with pip at wrong end?

Today is day 21. This guy pipped about 12 or so hrs ago.....at the wrong end . He is chirping like crazy but has made no progress. How long before I start chipping a zip line into the shell for him?

It's only day 21. They often do have to rest for a long time. If he's pipped he has air. Just give him some time.
