How Long Before They Completely Feather Out?

I have a new black EE rooster, who is supposed to be about 4 months old. Very pretty little guy! His feathers have a purple, pink and turquiose hue to them. Today, while visiting with him, I noticed a few little brown feathers on each side that I had never noticed before. I guess my question is...how long before they are done feathering out and look like they are going to look as full grown adult birds??
 
This is him. I call him Jackson. The picture does not do him any justice. Also, the chick in the picture with him is my VERY first incubator hatch. She is the only one that hatched! She is a she right??

one other than his comb he doesnt look very EE but anyway i think like 6-8 weeks mayb longer it takes ducks 9-12 weeks but i could be wrong on the whole chicken thing...he should be done but hell change a little here take a look at the difference my EE pullet made in just a month or two

she lost alot of black and more buff appeared the more he grows the more feathers it will take to cover his body that is my thinking it maybe wrong but that is my experience

You cant really see it in these pics, but he does have the muffs and beard. I have only had him for a couple of weeks and he is starting to get more colors. He has a few white wing feathers that you cant see in the picture and getting some red above his wings. He is about 4 months old I think. If he's not an EE, then what else could he be? He was actually advertised as an Araucana!
 
my pure black ameraucana chicks have white in their wings and i have a cockerel that is only mayb a little older than yours and he has white in his wings they will grow out of it....but there is black EE's but all im trying to say dont put him out there as EE unless you are positive especially if you have the real deal (ameraucanas) b/c ppl will be less willing to buy your eggs!! but the red might just be a tinge!! and araucanas have NO TAIL they are what you call rumpless!
