Today is my 23rd day. I have had 1 pip and then stall and nothing happening with the other 15. So how long should i wait before i candle them or do a float test? And what exactly do i do for a float test?

I don't usually wait more than 3 days past a hatch... though I've recently decided I may go with giving everyone 24 hours from the first pip before I start breaking into eggs to see whats up.... but I don't recommend that.

Good questions...I want to know too!

Well I did a float test and none sunk so i guess that is good, but none of them "rocked and rolled" either. So i don't feel like i know anymore that i did before! UGH

try to play the waiting game, some incubation conditions make the late hatching, some of these are:

1.Low average humidity.
2.Low average temperature.
3.Low humidity at hatching time.
4.Excessive high temperature for short period

Are you over due too?

I am not over due. I am due the 1st, but I am worried I will be impatient and not wait long enough, or too long. Anything yet? What has your humidity and temp been at throughout?
