How Long Should Baby Quail Stay in the Brooder?

I left them in the incubator for about 12 hours then moved them to the brooder for 2 weeks. They have all since died and I was wondering if they should have been moved to a cage sooner.

just for info, how many and what type of Quail?
what temperature was brooder?
what type of litter did you use in brooder?
what were you feeding them?
