I have a little bantam rooster we have had for over 2 years and he trys to mate with my guinea bird, and the guinea bird trys to mate with him. Would I even need to keep the bantam pair penned considering the rooster has free ranged my place for over 2 years.

I'm not sure what you are asking...are you concerned about him or the guineas hurting each other? or is your concern about egg fertility in your bantam eggs? Is it just him and one other hen? I would want a minimum of a trio, preferably 4 or 5 hens (or more) just one hen is going to end up being "targeted" constantly by the roo and she'll need a saddle at the bare minimum...
free ranging floks are fine as long as your property is free of predators (like if your property is fenced in very well, there are trees for the chickens to avoid hawks etc)

I want the bantam hen to be free ranged with the rooster. Do I need to keep her penned or could I just release her as soon as she gets on my property.
My yard is fenced the chickens can get through the fine but that is fine. They have a ton of places to hide. I have a hay barn they are in allot.
