How low can the humidity be in a bator?

My hydrometer has been reading wrong and been running the humidity too high and on day 11 the air cell hasn't got any larger than freshly laid. I want to safely drop the humidity as low as possible to try to catch up.
 
I wouldn't let the humidity get below 20%... but I always do "dry hatches"... I live in AZ!!!
