You aren't asking for permission you should be asking for copies of the law as it pertains to the keeping of poultry.

If there is something that you want to have changed in the law you do that first.

There are plenty of examples of not doing that causing much wailing and gnashing of teeth in this very section of Back Yard Chickens. I haven't come across anything that has shown a law being changed as a result of someone pleading for forgiveness. Normally doing this makes the very people you wish to influence disregard everything you say.
