Most people seem to say one bird per square foot max.

Be careful with that cage, the bars are wide enough for a head to get through, if inside it could just be a problem with stuck heads, but if it ever goes outside then your quail would be in danger from predators. Try putting thinner mesh over the bars.

Uhhhhhhh. Before you put any quail in there, I would make sure the hardware cloth on the bottom is fully fastened, otherwise, your quail will try to make an escape, or a critter will reach in and have themselves a feast.

Yep I had 3 of mine outside and they got their heads bitten off.

I was using something similar for a temporary pen and two escaped within an hour out of maybe 6 I had in there. I think there was too much of a gap in one of the places where the tray sat.
