How much space do Quails need

hello I am geting some quails soon and I am woundering how big to make the coop for 20 quails thanks

Well the government in my state says 1.5sqft per bird. I disagree but nothing that I know I can do to change their mind. They also think Coturnix are native to our state. Lol
